Building a home with the VA home loan guarantee

The VA home loan and other housing programs help Veterans, Servicemembers and surviving spouses purchase, build, adapt and renovate homes. One of the most commonly used loans is the VA Purchase Loan. which specifically allows qualified Veterans to purchase a home without many of the requirements of traditional mortgages—there’s no down payment, no private mortgage insurance, competitive interest rates and easier qualifications.

The VA Purchase Loan isn’t a loan offered by VA itself. Rather, the loans are provided through private, approved lenders. The process for purchasing an existing home or new construction is fairly straightforward, including finding a VA-approved lender, getting a Certificate of Eligibility and, of course, selecting and purchasing the home.

But some people aren’t satisfied with the existing homes in the area in which they wish to live, while others have always dreamed of building their own homes. The VA home loan, traditionally used for mortgages, can also be used to build a new home—but it can be a tricky road to construction.

The Hurdles of New Construction and VA Home Loans

There are two types of loans in the financing of a new home: the construction loan and the residential mortgage loan. Many institutions offer construction-to-permanent financing, which rolls the construction loan over into the mortgage and requires only one closing.

VA allows the home loan guarantee to be used for construction loans. However, it is not common for VA-approved lenders to finance the construction loan with the same terms, as the lender takes on more risk for a construction loan. During the construction loan phase, the lender provides the funds for as the builders complete specified construction milestones. Many prospective homeowners looking to use the VA home loan guarantee on a construction loan find that they are asked to provide a down payment or agree to additional terms for the loan.

The type of home you want to build may also make things more complicated. Custom homes and homes built from purchased house plans may be more difficult to finance than modular homes, and manufactured homes are seen as high risk.

Can It Be Done?

Some VA-approved lenders will assist with a certain type of construction-to-permanent loan. In this type of construction-to-permanent loan, the construction is first financed by the homeowner, often through a builder; this is later refinanced into a VA home loan with the help of the VA lender. Before this, many Servicemembers use the Certificate of Eligibility required for the VA home loan to negotiate a construction loan.

That is not to say that there are not VA lenders that will help with a construction loan—there are, but they can be difficult to locate. For hopeful homeowners that are set on a custom build and can’t find an approved lender to finance a construction loan under the VA home loan guarantee, it is possible to find a builder that offers special programs or discounts for Veterans.

Building Accessible Housing

VA’s housing programs are not limited to home loans. Disabled Veterans may be able to partially fund the construction of an adapted home, such as a wheelchair accessible home, with the help of a Specially Adapted Housing (SAH) Grant. The Special Housing Adaptation (SHA) Grant is used to adapt or purchase existing homes.

Through the SAH Grant, veterans can obtain funds up to the current maximum of $70,465 to construct a home adapted to their needs. Many of these disabled Veterans have spent a long time in VA medical centers, away from their homes—homes that may not be suitable for them once they return.

Using the SAH grant to help construct a home allows disabled Veterans to live comfortably and independently after a severe injury. For those looking to construct an accessible home, wheelchair accessible house plans are available, many of which allow modification to specific needs. The Plan Collection, which offers a selection of adaptable house plans, has donated a percentage of its sales to the Fisher House Foundation, a not-for-profit organization that provides safe and free temporary lodging while service members or Veterans receive care at military or VA medical centers.

Building a new home tailored is the dream of many Americans, including service members and Veterans. With the help of the VA home loan guarantee or grant, it can become a reality.

This course enables you to become a professional within the specialist field of historic building conservation. London is rich in its collection of historic buildings, and the course team places great emphasis on using these to illustrate and inform elements of the course. In particular, past and ongoing works at the Historic Royal Palaces, together with several national and local heritage organisations and practitioners, are used as the basis for project work.

    The module aims to provide students with a deep and critical knowledge of the law, policy and regulation frameworks that apply to listed and heritage buildings, both within the UK and in a European context. In particular the module covers law relating to the protection and alteration of buildings, including the design of contiguous new builds and to conservation and heritage areas.

    The module also introduces students to economic principles insofar as they apply to the historic environment and considers the case for protection and conservation and the economic instruments used in the private and public sector to make decisions relating to conservation of the built environment. Assessment is through coursework.

    This module introduces students to the ways in which historic building design relates to the historic environment within which it is set, and how these environments have evolved over time and continue evolving to this day. In addition to examining the architectural context, the module will also examine the social, economic and environmental issues which have resulted in today’s urban, suburban and rural landscapes, and how government policy can effect change to these landscapes for urban and economic renewal.

    The module is taught by a series of lectures, seminars and tutorials and students will be expected to take an active part in class and site activities, applying their knowledge to worked examples within the tutorial format. Assessment will comprise two individual and one group piece of coursework.

    This module gives you a sound grounding in the research principles and methodologies that are commonly used within the built environment. Throughout a series of lectures and seminars, supported by tutorials and exercises, you will be encouraged to:

    • develop your critical reasoning powers;
    • practice researching ideas and knowledge; and
    • learn to design of relevant research instruments.

    By the end of the module you will be able to design and initiate a significant individual piece of research. The module will be assessed using a literature review and a research project design.

    Research Project

    This module gives you the opportunity to undertake a piece of original work that will act as the ‘capstone’ project for your studies. By investigating an area that particularly interests you, you will develop a theoretically-informed body of work that integrates theory and practice. This could be a dissertation, a practice project, design or experiment-based project depending on the rest of your programme. The module is supported by a series of lectures and individual tutorials. After you have submitted your project, you will present and defend your findings in open forum at a Masters Students Conference, giving you a chance to practice the skills you will need in your professional work. Assessment is by the main submission and the oral presentation and defence.

    Building Inspections

    Building Inspections monitors compliance with the City of Allen’s building codes and ordinances. Inspectors conduct inspections on all buildings to ensure that they are safe and suitable for occupancy and are in compliance with locally adopted codes.

    Inspections Overview

    Inspection requests for work done on permitted projects should be requested by the general contractor. The City of Allen uses an interactive voice response (IVR) system to schedule inspections.

    The IVR Brochure will guide you through the process and provide codes for all inspection types. When you are ready to request your inspection, be sure to have a copy of your permit readily available. The final page(s) of your permit will list the required inspections for your project, whether it is commercial or residential. For your convenience, the inspection type codes will also be listed.

    Inspection Cancellation Process

    Cancellations may be requested over the automated IVR system by calling the IVR phone number listed on the permit by 11:59 p.m. the day before the inspection – see above for more detail. After 11:59 p.m. call our staff line during business hours at 214.509.4130 to cancel the inspection.

    In the event of rain (before, after or during) on the day of inspection, any foundation, ground plumbing, flatwork or pool inspections should be canceled via the IVR line by 7 a.m. If the contractor does not call to cancel the inspection, a red tag will be issued. See below for more information on re-inspection fees.

    To determine if you are ready for your inspection, you can use the Residential Construction Packet. Look for the readiness points section in the last half of the packet. For commercial inspections, see the Commercial Construction Packet .

    Plan Review Fees

    Nonrefundable plan review fees are in addition to the permit fees and are submitted at time of application submittal. Plan review fee shall be 25% of the building permit fee. When submittal documents are incomplete or changed so as to require additional plan review, an additional fee may be assessed.

    Re-Inspection Fees

    Pursuant to Section 108.7 of the International Residential Code “Re-inspection Fee,” a fee as established by city council resolution may be charged when:

    1. The inspection called for is not ready when the inspector arrives.
    2. No building address or permit card is clearly posted.
    3. Approved plans are not on the job site available to the inspector.
    4. The building is locked or work otherwise is not available for inspection when called.
    5. The job site is red-tagged twice for the same item.
    6. The original red tag has been removed from the job site.
    7. Violations exist on the property including failure to maintain erosion control, trash control or tree protection.

    Any re-inspection fees assessed shall be paid before additional inspections are conducted.

    National House-Building Council

    The National House-Building Council (NHBC) is an independent organisation that maintains a register of builders of new houses. Before being accepted onto the NHBC register, a builder must be able to show that they are technically and financially competent, and agree to abide by the NHBC Rules and Standards which cover technical requirements and guidance on practical design, suitable materials and quality of workmanship. NHBC technical staff examine homes at the design stage and carry out inspections at key stages of construction.

    The NHBC runs the Buildmark scheme which covers homes built by NHBC registered builders for ten years once the NHBC has certified them as finished. The Buildmark scheme will, for example, protect a client’s money if the builder goes bankrupt after contracts have been exchanged but before completion. It also covers defects which arise because the builder has not conformed with the NHBC Rules and Standards. Under the first two years of the Buildmark scheme, the builder is responsible for putting right any defects. During the third to tenth year, damage to a home resulting from building defects is covered by an insurance policy. The contact details of NHBC are:
