Reston Association Struggles

Independent Progressive

John Lovaas, Reston Impact Producer/Host

Friday, September 9, 2016

Although I don’t pay as much attention to the daily intrigues and workings of our Reston Association as I used to back when I was on their Board, there are times when RA actions spark my interest or concern. Recent tensions on the Board got my attention. A trend toward secrecy in decision-making and a weak ethics regimen are a greater cause for concern.

Decisions arrived at behind closed doors can result in events like the controversial land swap at Lake Anne involving a questionable appraisal of comparative values prepared months after the deal was quietly cut. RA’s hurried purchase of the former Tetra office building on Lake Newport dam is another example. That deal cost Reston homeowners $2.7 million, twice the property’s assessed value. Huge cost overruns in rehabbing seem endless, totaling $1 million-plus to date, and fantasy projections for facility use point to a long-term drain on RA’s budget. This fiasco has forced RA to contract for an “independent” review/audit of the behind-the-scenes purchase decision, including lack of plans for its use, and all that followed. A lot is riding on the reviewers’ competence and genuine independence, and their recommendations for avoiding recurrences.

Independence is not easy in the current environment. There is a culture of control in the organization which is worrisome and may be difficult to unglue. Communication between Board members and RA’s large staff is discouraged. If a Board member wants to get information for a homeowner, for example, he/she is supposed to go through the CEO in order to speak to the appropriate staffer. Board leadership forbids Board members from talking to the local press even in a personal capacity. Even communications with homeowners can be problematic.

In fact, at a recent meeting of the Board, the Board’s four officers began by reading prepared remarks berating At-Large Director Ray Wedell for having informed a homeowner from the St. Johns Woods neighborhood about an earlier (public) meeting of this very Board. What!? Members from St. Johns Woods indeed came to the earlier meeting and asked to speak to a matter not on that night’s agenda. They spoke, and thanked the Board for hearing their concerns. Mr. Wedell acknowledged he had told a neighbor there was a meeting, but promised nothing. His account was confirmed by the neighbors. I thought surely this story of the attack on Wedell, including a threat of “sanctions,” was an exaggeration—until I reviewed the videotape for myself. Ethical concerns also have arisen in the recent past. It appeared the Board was addressing the need to strengthen the Board’s Code of Ethics, presumably including complete, timely conflict of interest forms from Board members and independent review of ethics complaints. In fact, RA hired a capable contractor to prepare a new code. Their draft code, however, proved to be confusing, short on teeth and in need of some re-drafting. Now the process is stalled because the contract has run out of money? There is even talk of dropping the effort altogether. Let’s hope the Governance Committee can re-start their engines. What remains to be done is important and really is not nuclear science.

There are many challenges ahead for Reston and for our Association. There are already groups wanting to tap the already stressed (thank you, Tetra) RA budget for pet projects and we are going to experience major population growth in the next several years that will further stress our infrastructure and amenities. We need a Reston Association t

Allison Argent was the daughter of hunters Chris Argent and Victoria Argent and a main character on MTV’s Teen Wolf.

Biography

Her family life was difficult. Her mother was given to fits of rage. Her father was over-protective while Allison had a bit of a rebellious streak. Allison was an accomplished archer and gymnast and knew nothing of her family’s secret hunting of supernatural creatures.

Allison struggled with her self-confidence and berated herself every time she felt helpless and weak.

When they arrived in Beacon Hills, she made friends with Lydia Martin, Jackson Whittemore, Stiles Stilinski and became romantically involved with Scott McCall. Her aunt, Kate Argent had revealed the family secret and she learned of her boyfriend’s werewolf nature.

She was left at a crossroads between her family obligations and her friends, particularly Scott. After dealing with grief from her mother’s death, Allison decides to break-up with Scott and spend the summer in France with her dad.

When they returned to Beacon Hills, they tried to put their hunting days behind them. However, the emergence of The Alpha Pack and the Darach had them fight once more. Allison then instilled a new code; “We protect those who cannot protect themselves.”

Following her sacrifice to ignite the Nemeton and save her dad, she suffered hallucinations of Kate before closing the door to her mind by embracing her confidence. When a Nogitsune possessed Stiles, she helped find a way to save him.

During a skirmish with Oni, Allison is mortally wounded and, in Scott’s arms, confesses that she still loved him before dying.

Season 1

Allison moves to Beacon Hills and gets caught up in family secrets and the supernatural. (Read More. )

Season 2

Allison falls under the influence of her psychotic grandfather after her mother commits suicide. (Read More. )

Season 3

Allison helps track down the Alpha Pack and secretly aids Scott and Stiles in their efforts to protect Derek Hale.

She begins a relationship with Isaac Lahey and gives her life trying to rescue Lydia from a Nogitsune. (Read More. )

Season 5

When the surviving members of the Teen Wolf Pack sign their names on a shelf in the school library, Scott signs her initials along with everyone else as a tribute to her. (Creatures of the Night)

She also appears in flashbacks during the season such as Lies of Omission, A Credible Threat and more prominently in Apotheosis where Sebastien Valet sees her through Scott’s memories and mistakes her to be his sister, Marie-Jeanne Valet.

The Name

The name Argent is an evolved version of the Latin term argentum which means “silver”. Argent also means silver in French.

Within Teen Wolf, the legend that “silver kills werewolves” refers to the family called “Silver” not the metal.

Argent Necklace

The Argent Necklace is a silver pendant which is an old family heirloom of theirs. It once belonged to Kate Argent then she gave it to Allison Argent as a gift, telling her to look it up if she wants to learn more about her family.

It has the Argent family crest on it, a snarling wolf and arrows.

Adrian Harris saw Kate wearing it the night they met in a bar, it’s the only thing he remembers about her.

The necklace appears again in Season 3 during a flashback in Motel California when Alexander Argent shot himself so that he would not become a werewolf.

About OCA, entreprise don association.

About OCA

Mission

To protect consumers’ right to safe, healthful food, a just food and farming system and an environment rich in biodiversity and free of pollutants.

Who we are

OCA is an online and grassroots 501(c)3 nonprofit public interest organization, and the only organization in the U.S. focused exclusively on promoting the views and interests of the nation’s estimated 50 million organic and socially responsible consumers.

What we do

OCA educates and advocates on behalf of organic consumers, engages consumers in marketplace pressure campaigns, and works to advance sound food and farming policy through grassroots lobbying. We address crucial issues around food safety, industrial agriculture, genetic engineering, children’s health, corporate accountability, Fair Trade, environmental sustainability, including pesticide use, and other food- and agriculture-related topics.

In the U.S., OCA education campaigns reach more than two million consumers and organic businesses either through our newsletter, our social media networks or mainstream and progressive news outlets. Our U.S. and international policy board is broadly representative of the organic, family farm, environmental, and public interest community.

What we support

• Policy reforms that shift agricultural subsidies and appropriations away from industrial monoculture commodity crop farming and industrial meat and dairy production toward support for farmers transitioning to an organic regenerative paradigm that improves public health, revives strong local economies, renews biodiversity, reduces environmental pollution and restores climate stability.

• Strong standards for USDA Organic certification and the strict enforcement of those standards, including the requirement that organic farmers maintain or improve the physical, chemical and biological condition of their soil, and that animals raised for food must be treated humanely. OCA also supports strong standards for “beyond organic” or regenerative organic standards, such as the Regenerative Organic Certification being developed by the Rodale Institute and the Savory Institute’s Land to Market (L2M) Program.

• Global Fair Trade and economic justice policies that promote job security, fair wages, safe working conditions, and dignity and economic independence for laborers and farmers, in contrast to corporate-driven “Free Trade” policies that almost exclusively benefit multinational corporations.

• A global moratorium on genetically engineered foods and crops, and on the widespread use of pesticides in food production.

• Corporate accountability, including truth and transparency in food labeling and marketing and full disclosure of the health and environmental impact of corporate products and practices.

• The phase-out of factory farms, including: the elimination of GMO animal feed, toxic pesticides, antibiotics and other drugs in meat, poultry and dairy production; the end of dangerous and unjust factory farm labor practices; the end of unfair contracts that enrich huge corporations and put small family farms at risk of bankruptcy; and the end of inhumane treatment of animals.

• Universal healthcare with an emphasis on nutrition, disease prevention, and natural health and wellness promotion.

• In solidarity with the majority of Americans, we support end of corporate money in politics and the return to a democratic government that is for the people, by the people, of the people.

A brief history

OCA was founded by Ronnie Cummins and Rose Welch in 1998, in Finland, Minnesota, in the wake of the mass backlash by organic consumers against the U.S. Department of Agriculture’s controversial proposal to allow genetic engineering, irradiation and toxic sewage sludge in organic production and products. Through OCA’s Safeguard Organic Standards Campaign and collaboration with other organizations, OCA successfully mobilized hundreds of thousands of consumers to pressure the USDA and organic companies to preserve strict organic standards.

This collection is not complete, if you have material that is not listed here, I would be largely interested in!

ROM CARTRIDGES, EXTENSIONS & FLOPPY DISKS COLLECTION

Sounddesigners/programmers (alphabetical order):

KEEP IN MIND THAT SENDING THESE SOUNDBANKS TO YOUR SYNTH WILL ERASE ALL DATAS STORED IN YOUR DX7/TX7 INTERNAL MEMORY

a) a lot of four original cartridges named ROM#1-4 (2×32 patches – banks A/B). Volume 1 was generally delivered with the synth.

b) twelve cartridges delivered as the VRC-Series (2×32 patches – banks A/B) which included selections from different sounddesigners.

SSU is an american society (Los Angeles) which developed complete sounds/samples libraries for a large collection of diverse synthesizers/samplers models.

Their products were distributed by Greytsounds™ (owner: Bob Grey) via their website since the mid 90’s.

Sound Source Unlimited (SSU) was then renamed “Sound Source Interactive” (SSI).

Now, this website is offline since 2016. They seem to sell their products via their eBay store only.

There were at least a total of 5 double ROM cartridges (banks A/B) for the DX7 mkI, most of them programmed by Manny Fernandez.

I only succeeded in collecting volumes 3, 4 & 5 through the years.

I also know that SSU distributed a mega ROM cartridge including 8 soundbanks (certainly volumes 1-4).

Any informations about it or – best of all – a sysex version of the missing soundbanks would be largely appreciated!

PA-Decoder is a german company (Bielefeld) which produced 2 different DX7 mega ROM cartridges:

– “MONST-ROM” (16×32 – 512 patches). This cartridge was organized as a 4×4 categorized banks (A1-D4) that you could select with switches combinations.

– “HYPRA-ROM” (32×32 – 1’024 patches/very rare!). This cartridge was organized as a 8×4 banks (alpha/beta A1-D4) that you could select with switches combinations. It gathered all patches from MONST-ROM plus 16 new additional soundbanks.

Bo Tomlyn is an american musician who worked with famous artists during the 80’s-90’s (Prince, Lionel Richie, Pat Benatar, Bruce Springsteen, Cher, Chicago. ) as keyboardist or synth programmer.

After the successful introduction of the DX series, Bo Tomlyn – along with Mike Malizola (Yamaha product manager) and Chuck Monte (owner of Dyno-My-Piano) – founded Key Clique company (Studio City, California ) which distributed the nine DX7 soundbanks listed above (almost all of them programmed by Bo).

It seems that Symphony company finally sold these cartridges under Key Clique license.

I also read in a mid 80’s commercial publication that Bo Tomlyn programmed the following soundbanks: “Orchestral”, “Studio”, “Stereo”, “Hard Rock”, “Electro Techno”, “New Wave”, “Latin”, “India”, “Easy Listening”, “Church” and “Country Western”.

I never heard from it since and don’t know if they were distributed by Key Clique, Symphony or another company.

Any additional informations or – best of all – a sysex version of it are welcome!

Enthusiastic Man: Well, let’s go for it!

Little Margaret: Mister Captain, how did he get so lost?

Gordon Vette: Come here, darling. I’ll try to show everybody. Now, you make believe that you’re that little lost plane. How would you do that?

[Margaret extends her arms as if she was an airplane]

Gordon Vette: Terrific. Okay. Turn around. Now, you’ve been flying straight for hours. Hours and hours. And, a mean old crosswind comes up and tries to roll you away from your destination so.

[pointing at Derek, a little boy]

Gordon Vette: Come on, here, son. You play that mean old crosswind. You try to veer her off course.

[Derek tries and pushes Margaret, but she resists]

Gordon Vette: That a boy! But the pilot was smart. Bigger than t the crosswind. Flying against it. But he got fooled, because the crosswind suddenly stopped.

[Derek stops pushing her, and Margaret starts veering to the left]

Gordon Vette: The instruments on the pilot’s craft didn’t warn him. Now, the little plane was flying as hard as he could against nothing! What do you think happened?

Little Margaret: He flew that way.

Gordon Vette: That’s right. And so he must be somewhere over there.

Nervous Man: But, what was he doing out there, flying around without any navigation equipment?

Gordon Vette: He has an instrument called Automatic Direction Finder, but it’s malfunctioning.

Enthusiastic Man: Oh yeah! Bloody mess!

Gordon Vette: What do you say? Should we give it a try?

[the children cheer]

Gordon Vette: All right! Look out there, everybody! Gotta be somewhere! And thank you!

[Gordon walks back to the flight deck]

11 Colleges That Do Not Require SAT Test Scores For Admission

More and more top universities have stopped requiring incoming students to submit SAT scores, according to Newsweek . Although the standardized test used to be one of the key factors in determining admission, its popularity among competitive institutions has started to wane — many of these schools accept one or a combination of ACT, AP, IB or SAT subject tests and some have chosen to become completely test-optional.

Although initially introduced as a means of providing all applicants an equal shot at being accepted, some universities believe the SAT’s democratic goals have gone awry. Students have to pay a fee to take it, and those who can afford to usually enroll in expensive prep courses or hire a private tutor. A number of researchers have concluded that a student’s high school GPA is as good an indicator of performance in college as the SAT.

Some institutions, like Wake Forest University, found that dropping the SAT requirement increased their student body’s diversity — the percentage of undergraduate minority students rose from 18 to 23 percent once Wake Forest joined the ranks of SAT-free schools.

According to the National Center for Fair and Open Testing. at least 775 American colleges and universities are now test optional. Below, check out eleven competitive institutions where most — if not all — standardized tests are not required for admission.

Do you think the SAT should be phased out? Let us know in the comments section.

Payday Loans Don t Pay

If you’re lucky, you might not be familiar with the term “payday loan”. A payday loan is supplied by a third-party lender and it is supposed to help consumers get out of last-minute financial jams by offering a cash advance on an upcoming paycheck. While getting out of a tough spot is certainly a good thing, the interest charged by payday lenders typically surpasses 100%, which could make a tough spot even tougher. So, are payday loans a great service for those in need, or are they an example of loan shark companies preying on people’s desperation? We will get to the bottom of it in the following article. (Keep your credit score healthy and your debt under control, check out Six Major Credit Card Mistakes .)

Why wait for payday?

A payday loan works like this: You’re short on cash and can’t wait until your next paycheck comes around, so you head off to your local payday lender (some of whom are even online these days), and ask to set up a payday loan – usually somewhere between $50 and $1,000, although the higher limits are usually harder to qualify for. You write a post-dated check for that amount plus the fees you now owe to the lender. You get your money right then and there and, when payday rolls around, the lender will cash your check and collect its profit.

Typically, people who use payday loans find themselves in situations where they are presented with few other financial alternatives. In their eyes, a payday loan is a way of staying afloat for a short period of time without having to ask for handouts. People with low credit or no credit are ideal customers for payday lenders. (To learn more, see The Importance Of Your Credit Rating .)

The amount of interest charged by payday lenders is no joke. Annualized interest of between 200% and 500% are the industry standard. For example, the following chart shows annual interest charges from an $18 fee (essentially the interest) charged on a borrowed sum of $100 from various loan lengths. Payday lenders are often able to get around usury laws – government limits on the amount of interest a lender can charge – by calling their interest charges “service fees”, which aren’t subject to the same regulations as interest fees are in many places. Western Sky Personal Loans- Don t Let the Sky Fall on You

As I was doing research for last week’s post on payday loans. I ran across the Western Sky Financial website .  I had seen the ads for these personal loans on TV for the last year or so, but hadn’t paid much attention since I teach people to avoid the bondage of debt .

But once I found their site and read the information about their personal loans and their business model, I knew I had to write about it.

I don’t usually write about a particular business or personal loan product on my blog, but I felt that Western Sky Financial was “worthy”, and not in a good way .

Why?

Because (I’ll choose my words carefully here), this is probably the riskiest personal loan product I’ve ever seen,  bar none.

Personal Loans With a “Bite”

These are not like the payday loans that I wrote about in the last post.  These are installment loans, meaning you borrow money and then pay a monthly payment until the debt is satisfied.

Pretty straightforward.

So why are these particular personal loans so bad?

Let me count the ways.

According to the “Terms of Use” page on the Western Sky Financial website:

“The interest rate on a typical loan of $2,600 is 135% with an APR of approximately 139%. Borrowers may prepay their loans at any time without penalty. There are no upfront fees. If you are approved and your loan is funded, we will collect a $75 loan origination fee from the proceeds of the loan.”

Wow!  That’s a big fee on top of a huge interest rate. and a bad deal to be sure.  But that’s only the beginning .

If you click over to the “Rates” page you get the whole story.  Here are the rates I saw when I clicked on my home state of Tennessee:

Student loan forgiveness: What you don t know (but should)

The Consumer Financial Protection Bureau estimates that one-fourth of the American workforce may be eligible for repayment or loan-forgiveness programs, the Associated Press reported last month.

Story Highlights

Many humanitarian and public-sector jobs are eligible for loan forgiveness. From the Army to the National Guard, each branch of the military has its own student loan forgiveness program.

If you just don’t think about them, they’re not real — right?

That’s how many students tend to think about the thousands or — in extreme cases — hundreds of thousands of dollars they borrow in student loans over the course of their higher education.

After graduation, most students are entitled to one six-month “grace period” to get a job before they must start their federal loan payments, according to the National Student Loan Data System for Students.

But when time’s up, reality sinks in — and fast.

The Consumer Financial Protection Bureau, however, estimates that one-fourth of the American workforce may be eligible for repayment or loan-forgiveness programs, the Associated Press reported last month.

Figuring out which loan forgiveness programs you qualify for can require some legwork, but you could be surprised by the number of options, says Betsy Mayotte, director of regulatory compliance at Saltmoney.org, an organization that authored “60+ ways to get rid of your student loans (without paying them)” .

“When we counsel people, what we get all the time is that people don’t know all these options exist, these lower payments, these programs,” Mayotte says. “They think it’s either you pay (your student loans), or you get in trouble. And it’s just not like that.”

Many humanitarian and public-sector jobs are eligible for loan forgiveness, Mayotte says, so that “borrowers can follow their passions instead of their bills.” That way, someone who wants to be a public defender, for example, will not be deterred by an expensive law degree.

Of course, there is no way to escape student loan debt scot-free, as many federal programs require qualifications, research and lots of fine print. But doing your homework can pay off, Mayotte says.

What’s the first step? Simply talk to your loan provider, Mayotte says. Loan providers are very familiar with federal programs and will be able to help borrowers determine which programs make sense for their circumstances.

Below are four ways borrowers can have their federal student loans forgiven through a variety of government programs.

1. Become a public school teacher in a low-income area.

Thanks to the government’s Teacher Forgiveness Program. up to $17,500 of your federal Stafford loans or the entirety of your Perkins loans can be forgiven in exchange for five consecutive, full-time years as a teacher at certain low-income elementary or secondary schools .

2. Join the military.

From the Army to the National Guard, each branch of the military has its own student loan forgiveness program. Forgiven loan amounts usually depend on the level of rank achieved. Those interested should contact their preferred branch to learn about their options, Mayotte suggested.

3. Apply for the Income-Based Repayment Plan.

Just about everyone should consider applying for the Income-Based Repayment Plan. Mayotte says. The program adjusts students’ monthly loan payments to be no more than 15% of their “discretionary” income (the amount of money they make that falls above the federal poverty level).

Take, for example, a recent grad who makes $20,000. Because the federal income level within the contiguous United States is $11,490, that means he only makes $8,510 in discretionary income. Under the IBR, he would only have to make payments that were 15% of that $8,510, which equals about $106 a month.

It’s entirely possible, Maylotte says, that some recent graduates make so little that they qualify to make $0 payments.

After 25 years of making these adjusted loan payments, the borrower’s remaining balance is completely forgiven.

4. Get a public service, government or non-profit job.

Those who borrowed money under the William D. Ford Federal Direct Loan program can apply to the Public Service Loan Forgiveness Program. In this program, full-time employees in the public service or non-profit sector can have the remainder of their outstanding debt forgiven after they successfully make 120 qualified loan payments.

What kinds of jobs qualify as public service? “Any employment with a federal, state or local government agency, entity, or organization or a not-for-profit organization that has been designated as tax-exempt by the Internal Revenue Service (IRS) under Section 501(c)(3) of the Internal Revenue Code (IRC),” according to the U.S. Office of Education’s federal student aid website.

Some 501(c)(3) organizations that pay taxes are still included in the program, however, if they fall under a specified list of public services such as early-childhood education or public-interest law services.

Filing for bankruptcy is a difficult choice, but it can also be the best way to get a fresh financial start. The downside is that lenders may be less willing to consider you for unsecured personal loans  or a line of credit with a bankruptcy on your credit history.

Someone with a good-to-average credit score can expect their score to drop by as much as 100 points following a bankruptcy.

If your credit score is already low due to multiple delinquencies, charge-offs or collection accounts, the damage caused by bankruptcy may be much worse. Bankruptcy can stay on your credit report for up to 10 years, depending on which type you file.

Before Taking on a Personal Loan

Before applying for unsecured personal loans, begin reestablishing your credit. Start small with a secured credit card, which is a great option to get a credit card with bad credit. With this type of card, you deposit a specific amount of cash with the card issuer, which then serves as your credit line.

As long as you’re paying all your bills on time, you should begin to see your credit score improve. Generally, you’ll want to work on rebuilding your credit for at least six months after the bankruptcy before applying for a personal loan.

Secured vs. Unsecured Personal Loans

With a secured personal loan. you deposit cash or relinquish property to the lender as a condition of borrowing the money. If you default on the loan, the lender can keep the collateral.

On the other hand, unsecured personal loans aren t attached to any type of collateral. However, if you fail to pay the loan, the lender may use other means to collect, including wage or bank account garnishments.

The type of loan you choose depends on how much you want to borrow, how much time you need to repay the loan, whether you have any property or assets to use as collateral and how much your credit has improved since the bankruptcy. While you can get a better interest rate and longer repayment terms with a secured personal loan, you need to be sure you can make the payments so you don’t lose your collateral.

Bad Credit Personal Loan Lenders

You have several options when applying for a bad credit personal loan. starting with your bank. Find out what the basic requirements are for getting secured or unsecured personal loans and what type of repayment terms the bank offers. Depending on your credit, the bank may only consider you for a secured personal loan, at least initially.

Credit unions are another potential source for secured and unsecured loans. With this lender, you’ll need to join a credit union in order to apply for a loan and each credit union has different requirements for membership.

One of the primary advantages of credit unions is that they typically offer better interest rates than traditional banks, which can save you money if you’re approved for a personal loan.

If you don’t want to go the traditional route, you may also consider using an online lender. Peer-to-peer lending has made it possible for borrowers to get loans for bad credit without having to go through a bank.

Investors pool money to fund loans to borrowers; there’s no collateral required and your loan approval is based on your credit history. You may even be able to get a better interest rate with a peer-to-peer loan than you would with a traditional lender.

Don t Qualify for a Bad Credit Personal Loan?

You may simply need to allow more time for your credit score to improve if you can’t get approved for a bad credit personal loan immediately after bankruptcy.

Continue paying your bills on time and don’t apply for too many credit cards at one once. If you need to borrow money right away, you can look for alternate sources of funding, such as payday loans. title loans or cash advance loans. Keep in mind these loans are likely significantly more in interest and considered high-risk options.

Applying for a personal loan can be a stressful and time-consuming process, especially if you’re worried about a recent bankruptcy. The more proactive you are in improving your score, the more attractive you’ll be to potential lenders.

Don’t Fear The 401(k) Loan

When you must find cash for a serious short-term liquidity need, a loan from your 401(k) plan probably is one of the first places you should look. When you loan yourself appropriate amounts of money for the right short-term reasons, these transactions can be the simplest, most convenient and lowest-cost source of cash available.

Technically, 401(k) loans are not true loans. because they do not involve either a lender or an evaluation of your credit. They are more accurately described as the ability to access a portion (usually the lesser of 50% or $50,000) of your own retirement plan money on a tax-free basis.

You then must repay the money you have accessed under rules designed to restore your 401(k) plan to approximately its original state, as if the transaction had not occurred.

Another confusing concept in these transactions is the term “interest .” Any interest charged on the outstanding loan balance is repaid by the participant into the participant’s own 401(k) account, so technically this also is a transfer from one pocket to another, not a borrowing cost or loss.

As such, the cost of a 401(k) loan on your retirement savings progress can be minimal, neutral, or even positive, but in most cases it will be less than the cost of paying “real interest” on a bank or consumer loan.

The cost advantage of a 401(k) loan is the equivalent of the interest rate charged on a comparable consumer loan minus any lost investment earnings on the plan loan principal. You would have a cost advantage of 1% if comparable consumer loans charged 8% and the foregone investment gain was 7%.

If your plan money is invested in stocks, the real impact of short-term loans on your retirement progress will depend on the market environment. The impact should be modestly negative in strong up markets and it can be neutral or even positive in sideways or down markets.

One point to consider with 401(k) loans is that you will have to repay the loan in full before you take a plan distribution. Otherwise, the full unpaid loan balance will be considered a taxable distribution, and you could also face a 10% federal tax penalty on the unpaid balance if you are younger than age 59 and a half. Individuals often are given a grace period of 60 or 90 days to arrange plan-loan repayment after leaving work.

Regulations require 401(k) plan loans to be repaid on an amortizing basis over not more than five years, unless the loan is used to purchase a primary residence (longer payback periods are allowed for these particular loans.) Plan loans do not offer tax deductions for interest payments, as do most types of mortgages. home-equity loans and home-equity lines of credit.

Funding a New Small Business? Don’t Bother With Banks

Photograph by Leigh Reighton/Corbis

Question: What steps should I take before applying for a loan to open a small business? I’d like to maximize my chances of getting a good response.

Answer: Getting a small business bank loan is never easy, and it’s been especially difficult since the financial crash of 2008 and the lingering credit crunch. Even though small business lending is rebounding somewhat. it is still virtually impossible to get a loan to open a new business.

That’s because lenders want to see a financial track record for your business that demonstrates your ability to repay the money they’re lending you. Without that kind of history, the lender has no way to know if your venture will be successful enough to make good on your obligation. Banks are lenders, not investors, and they’re not interested in knowingly making equity investments in businesses, as an industry representative told me in 2011 .

So what are your options? Most entrepreneurs start their businesses with savings; they put startup costs on credit cards; or they get loans from friends and family. There are also more creative ways to raise startup capital, such as babysitting or renting out a room in your apartment .

The void in bank lending has spurred the growth of alternative lending. which can be costly but gets money to entrepreneurs quickly and without a lot of hassle. Another new option is crowdfunding  through websites such as Kickstarter and Indiegogo.

Some niche alternatives that have sprung up are less well-known. For instance, culinary businesses can apply to the Whole Foods (WFM ) Local Producer loan program, which the company says has lent $10 million to businesses making local food products since its inception in 2007. Interest rates range from 5 percent to 9 percent, and it helps if your company is already a Whole Foods supplier, though it’s not mandatory.

Or maybe you need a loan to buy a franchise business. Many franchisers started to recognize that they’d need to help prospective franchisees with financing after home equity—once a common source of startup cash—plunged in many parts of the country. Matco Tools (DHR ). which has been selling tools to auto mechanics via independent distributors since 1979, ramped up its in-house financing program in 2008, says John Green, vice president for marketing and e-commerce at Matco Tools. The program can cover up to 100 percent of initial inventory and working capital costs for qualified prospects who want to buy Matco franchises, which range between $89,000 and $144,000.

Perhaps a more realistic option for you is connecting with a nonprofit microlender. Caitlin McShane, communications director of Opportunity Fund. a California microlender, says her organization is making several times as many loans as it did five years ago. “We lend between $1 million and $2 million a month and do over 1,000 loans a year,” she says. The organization has offices in San Francisco, San Jose, and Los Angeles. It is currently running a startup funding challenge that aims to provide loans of up to $50,000 at 7.5 percent interest.

When you do get your business to the point that a bank loan is a more realistic possibility, after two to three years of operations, here are some tips from Laurie Pettinella Zona, a partner in early-stage startup accelerator K5Launch.

Make the loan officer’s job easier by “clearly illustrating why your business is a less risky investment,” she says. Be clear-eyed about what the risks are, however, as pretending to be risk-free is a bad idea. “Show that your business has a proven business model” with steady, paying customers, she says. And “put your best foot forward and sell yourself: your résumé, background, references, prior successful businesses, and history of paying back loans or investors.” Paying down your personal debt and getting your credit score as high as possible are also good ideas.

(To learn more about loan interest and how to calculate it, read APR Vs. APY: How The Distinction Affects You .)

RV Financing Bad Credit – Don’t Worry!

***Bad Credit in the RV world generally ranges from 620-660, anything less there is a slimmer chance of receiving an approval (please see disclaimer below).

RV financing bad credit does not need to be a large concern when purchasing a new or used recreational vehicle. During the course of a lifetime, many people experience financial difficulties for one reason or another. The reason could be divorce, illness, or natural disaster, and no matter what the reason is, it will still unfortunately affect your credit for years to come. RV financing bad credit is a viable option when trying to buy a home, car, or recreational vehicle. The loan service and loan specialist the buyer decides to use will be able to give RV financing bad credit advice, and help the buyer get a loan for the motor home of his/her dreams at an affordable price.

There are several RV financing bad credit lending sources, such as a bank, credit union, or other traditional form of lender. These RV financing bad credit lenders may make the buyer feel discouraged when looking to purchase a new or used recreational vehicle. Some of these RV financing bad credit lending sources only offer limited product selection, and are not tailored specifically to grant RV specific loans as a RV dealer or RV online service would provide. Beware of RV financing bad credit offers that have high interest rates and limited options for loan terms.

By working directly with a RV provider, online or at a recreational vehicle dealer for RV financing bad credit loan, the buyer will find poor credit specific options. There are RV financing bad credit tools and resources designed just for the buyer with a bad credit history. These RV financing bad credit services are available to help the RV buyer choose which recreational vehicle he/she can realistically afford. Online or at a motor home dealership, the buyer will find RV financing bad credit favorable interest rates, online RV calculators, dealer listings, and length of beneficial payment terms. When looking for a new or used RV, the buyer should take the time to look such aspects over to get an initial idea of what he/she needs, wants, and expects out of a recreational vehicle bad credit loan.

Online, the buyer will have the opportunity to use an extremely helpful tool, the RV financing calculator. This instrument allows the RV prospective owner to enter the price of the RV (travel trailer, motor coach, Class C, etc.) that he/she is considering along with the financing terms and available interest rate. The calculator will then give an estimated monthly payment. If the buyer agrees and feels financially comfortable with the amount on the calculator, it is time to move forward in the RV bad credit loan process. It is beneficial to see the numbers adjust as the buyer plays with different amounts (down payment, length of term, monthly payment).

Once the buyer is satisfied with the estimated costs, he/she will complete a loan application for bad credit applicants. This can be done online or through the other lending source. The loan agent will contact the buyer, assess his/her financial situation, and begin the pre-approval credit process. The lending officer will help the buyer create and implement a financial plan that matches his/her budgetary needs and limitations.

A poor credit score or bad credit history haunts people for years. Buying a motor home with a finance loan can actually help improve credit. If the buyer makes payments on time, the buyer will begin to establish equity and his/her credit score will begin to turn around. Don’t let bad credit issues get in the way of living a life on the road in a new or used motor home!
